The OECD/EU AI Literacy Framework, Explained: 4 Domains Every Educator Should Know

Most of us — parents and teachers alike — are learning about AI at the same pace our kids are. There hasn't been much of a shared answer to a basic question: what does it actually mean for a child to be "AI literate"? In 2026, the European Commission and the OECD published a joint answer, developed with input from more than 2,000 educators, researchers, and policymakers worldwide, and supported by CodeAI (formerly Code.org).

It's called the AILit Framework, and it's free to read. We think it's one of the most useful things a parent or teacher can spend twenty minutes on this year, so here's a plain-language walkthrough of what's in it.

Why a framework at all?

Kids already use AI daily — for homework help, for creative projects, for chatting with friends. The framework's own starting point is that young people need guidance to use these tools "ethically and creatively, while maintaining agency over how AI might shape their lives." Without a shared vocabulary, every school and every household ends up inventing its own rules from scratch, usually reactively, after something's already gone wrong.

The framework names four barriers it's trying to solve: no shared understanding of what AI literacy even means, inconsistent adoption across schools, real anxiety and misconceptions about AI's role in daily life, and limited understanding of how AI can actually support learning rather than replace thinking.

The four domains

The framework organises everything a learner needs into four domains, meant to build on each other in sequence:

  • Engage with AI — recognising when AI is present in an app or tool, and understanding roughly how it works and what it can and can't do.
  • Create with AI — using AI as a creative and productive partner, while still owning the final work.
  • Manage AI — using AI critically and responsibly: checking its output, understanding its limits, and knowing when not to trust it.
  • Shape AI — thinking about the bigger picture: how AI affects society, fairness, and the future these students will inherit — and having a voice in that.

Each domain is broken into competences that combine knowledge, skills, and attitudes, with example classroom scenarios showing what it looks like in practice — not just theory.

Who it's actually for

This isn't only a teacher document. The framework explicitly names five audiences: teachers and educators, school and system leaders, policymakers, learning designers, and — just as prominently — parents, families, and caregivers, whose role is described as guiding responsible use and "fostering conversations about how AI shapes young people's lives."
